"This is a perspective from the United Kingdom. This is a significant problem here too and the government threatened to impose a tax on the usage of plastic bags. The supermarkets, which are the main contributors to the use of plastic bags, responded with a campaign of "buy a bag for life". For example at Waitrose you puchase a sturdy plastic bag for 10p, when it eventually wears out the Waitrose will take back the old bag and replace it with another for free. This policy has reduced the use of give-way plastics significantly - check with Waitrose for the exact details. Other supermarkets register the number of bags you brought into the supermarket to carry your good home and reduce your bill accordingly."
